Speaker 1: Hello, everyone. My name is Nicole Reese. Thank you for joining Tanya Hedgepath and I, DPI's Business Development Officers, as we review how to obtain a permit for a special event. I would like to first start by defining a special event. Special events may include one or more of the following. Use of a single community venue or site, an event with a small impact, such as none to few street closures, limited use of public right-of-way, or little to no traffic redirection. Other examples may include, but are not limited to, weddings, parades, festivals or carnivals, races or marathons, farmers or craft markets, outdoor concerts, and block parties. You must complete an application at least 45 days prior to the event at the following link which can be found at DPI's webpage. Please note the work description must be detailed with the number and dimensions of structures. Important note, if filed more than 45 days in advance, an applicant may use ePlan. If less than 45 days, an applicant must use the paper application, which is located at DPI's Use and Occupancy webpage and at the following link. If using ePlan, please email the case number to Ms. Karen Spears at khspears at co.pg.md.us. Also the applicant should contact Brandon Wright at DPI for code-related questions, life safety questions, and third-party inspections for structures. He can be reached at 240-508-9639 and be right at co.pg.md.us. Before applying for a DPI permit, you must contact the Public Safety Special Events Coordinating Group. Public Safety has a separate online application at the following link. The office is located at 9200 Basel Court, Suite 406, Largo, MD 20774 and 301-583-9943. Some special events will require a joint meeting with all applicable agencies. A proposed security plan may be required. See public safety agencies for requirements. The method of mass notification may also be required. Finally, once you have been approved by Public Safety, you will be given a list of all the other contact agencies. This will be discussed later in the presentation. Fees are non-refundable. Here are the list of fees for special events. $157.50 for the first 10 structures, plus $20 for each structure over 10, $75 to $125 for a temporary food service facility permit application, if applicable, $90 for farmers market organizers before April 30th, and $150 after April 30th, $25 to $275 for business license application, which is required for a benefit performance, if applicable, $240 to $480 for a fire inspection, depending on the number of structures, if applicable, $45 or greater for an electrical inspection. Repeat inspections will require an additional separate fee, if applicable. Please note a 5% technology fee is added to each permit. Please see the payment link below where the applicant can make payments. There is certain documentation an applicant will need in order to submit an application for a special event permit. A letter from the property owner with permission to use site and the dates of event, or a current
Speaker 2: use and occupancy permit, and the tax ID number.
Speaker 1: The applicant will need three copies of a site plan showing the following, entrance and exit, location of tents and temporary fencing, structures less than 150 square feet, temporary building structures over 150 square feet, not shown on the temporary UNO, or fully enclosed and intended to be occupied, permanent building structures to be erected for more than 90 days, accessible features, ADA compliant, noise abatement, stages, electrical, mechanical permit systems, such as generators, stage sound systems, and fire alarms, and location of temporary weather protected shelters. Other items needed, for structures to be erected more than 90 days, a permanent building permit is required. If using temporary structures, such as stages, platforms, carnival rides, an applicant will need to submit three structural drawings. Please indicate on the application the number of structures and dimensions that will be used for the event. The manufacturer's fire retardant specifications, if tents are used, please indicate on the application the number and dimensions of the tents that will be used for the event. And finally, a receipt showing a proposed security plan was submitted and approved by Public Safety Events Coordinating Group. In addition, an applicant must file for an electrical permit if the applicant plans to have any of the following. Generators, exit lighting and signage, wiring of lights, mechanical systems, stage sound systems, communications, and fire alarms. A master electrician must obtain the electrical permit if generators are used. Note, fees are not charged for an electrical permit or an initial inspection. However, repeat inspections will incur an extra charge as noted above in the fee discussion. I will now turn over this slide presentation to my colleague, Tanya Hedgepeth.
Speaker 3: Hi, I am Tanya Hedgepeth and I will talk with you about agency contacts, inspections, and the appeals process, among other items. Listed are the numerous agency contacts for your assistance. They will include someone from the following. The Public Safety Special Events Coordination Group. They can answer public safety or inspections questions. The Prince George's County Police Department, who will provide requirements of the police department as well as police assistance. There are two contacts from DPI. They can both answer questions about the application filing and code-related questions. The Prince George's County Office of the Fire Marshal. They will provide guidance regarding fire code compliance and will advise you of the need to schedule an inspection of the event site to ensure compliance with all fire codes. The County Health Department. You can contact them regarding food and beverage service, as you may also need to schedule an event day inspection by the Health Department, if required. The Board of Licensed Commissioners, also known as the Liquor Board. They will provide details pertaining to alcohol service and to determine the Liquor Board's requirements. The Prince George's County Department of the Environment. Contact them for details pertaining to alcohol service and to determine the Liquor Board's requirements. And lastly, the Prince George's County Fire and EMS Department. You should contact them to submit your emergency medical, weather, and evacuations plans. Inspections are an important aspect of the special events permitting process. There are several requirement inspections and they are dependent on the type and scale of the event. These include health inspections, structural inspections, electrical inspections, and fire inspections. The structural, electrical, and fire inspections are all required to be performed by a third party who are hired by the applicant. The County has a list of approved 30-party inspections. Health inspections are done by the Health Department and required for food service unless the food is prepackaged. You may call 301-583-1830 to schedule the health inspection. Third-party structural inspections are required for large tents, say for example, there are tents that are 400 square feet or greater, stages, grandstands, and bleachers, as well as anchor devices for structures. Of course, this inspection is not required if there are no structures at the event. Third-party electrical inspections are required for generation, generator installation, and all wiring devices, as well as fire alarms and mass notification. Third-party fire inspections are required for events attracting more than 300 persons and are needed for the following. All general fire protection, egress, Essex signage, stair lighting components, and extinguishing requirements, as well as fire alarm and mass notification for testing and operation. Please allow yourself ample time for the inspections. Do not wait until the last minute in case there are correction orders. Please note, fire inspections are not performed on Friday. Upon approval of applicable third-party and Health Department inspections, please contact the DPI Enforcement Division for the final inspection and approval of the temporary UNO. Please be sure that the entire application package is submitted for appeals review and complete with all signatures. The appeals request will be reviewed by a team from the following, DPI Permitting and Licensing, DPI Enforcement, DPI Inspections, MNC PPC, also known as Parking Planning, and the Public Safety Special Event Coordinating Group. Please note that any false or misleading information will result in the automatic rejection of the appeal. We would like to provide you with a few hints and tips to assist you with the special events process. Please start the process early. It would be good to begin 60 to 45 days prior to the event to allow for proper review and the appeals process if necessary. For large-scale events, it may be wise to request an event presentation meeting, although it is not guaranteed that you will get one, as this is determined by the review team. Use the ePlan system to apply for the permits. It makes the DPI review process easier and more expedient. Please do not make any changes to the site plan after submittal. The site plan and setup structures must match at inspections. There are no fire inspections on Friday. Please allow enough time for correction orders. And lastly, the job card is not the permit. The permit is not issued until the final DPI inspections are completed. Here is a list of seven DPI offices and divisions that will be useful for you at any time during your permitting, licensing, and inspections processes.
