Here are some of the steps that we can follow to develop the monitoring and evaluation plan. The first thing that we need to do when developing a monitoring and evaluation plan is to define the objective of the project or program. By being sure about the objective or the goal of the program, it will greatly help us determine what we need to measure and evaluate. Subsequently, we also need to identify the outcomes and the outputs. Defining and determining our outputs and outcomes will also help us understand what our project or program will achieve. Once we have identified our outcomes and outputs, we need to define and determine the indicators that we'll use to measure the progress of outcomes and outputs. While fixing our indicators, we should keep in mind that our indicators should be measurable, specific, relevant, and be able to be collected within the time frame of the project or the program. Having identified and fixed the indicators at output and outcome level, then we also need to develop a data collection plan. The data collection plan will determine the data sources and the collection method that will be used to collect the required data for the indicators. Having collected and analyzed the data, we need to develop a reporting plan which determines how the result of the M&E plan will be reported and to whom. And finally, we also need to develop a feedback and learning plan which will determine how the learning from the M&E plan will be used in other projects and programs for further improvement.
